Park x Badger Redevelopment

How did we get here?

Building upon the South Madison Plan and last summer’s initial planning and neighborhood outreach, Madison’s Community Development Authority seeks to redevelop the majority of the block at S. Park Street and W. Badger Road – the outlined area above. This area is approximately four acres of city-owned property.

In a public, competitive proposal process, the City has selected a local team of professionals to engage the community, create a shared master plan, and embark on this redevelopment. The ultimate goal is to redevelop this block with a community focus while maintaining affordability.

With that philosophy in mind, the planning team is engaging the community to create a shared master plan.

What You Told Us

On April 15, 2025, the planning team hosted its third round of community meetings, with this session focused on sharing updated designs for the Park Badger Redevelopment.

After a brief presentation showcasing building exteriors, interior layouts, amenity spaces, and the publicly accessible greenway between the buildings in the first phase of the redevelopment, the meeting opened up for a Q&A session with the planning team.

What’s Next?

The entitlement process is anticipated to begin in May or June 2025. Additional materials will soon be posted to this site, including a survey to guide public art exploration as part of the redevelopment process. 

The planning team will continue to refine design elements and it is anticipated that construction will commence in the second quarter of 2026.

Timeline

July 2023: First City Meeting

The City of Madison held a virtual public information meeting on July 19, 2023. You may access a copy of their presentation here, and a meeting recording here.

October 2023: Second City Meeting

The City of Madison held their second virtual public information meeting on October 26, 2023. You may access a copy of their presentation here, and a meeting recording here.

January 2024: Call for Proposals

On January 12, 2024, the Madison Community Development Authority issued a request for qualifications from developer teams to assist in the redevelopment of the site. You may review that initial call for qualifications here.

March 2024: Proposals Submitted

On March 8, 2024, the Madison Community Development Authority received proposals from six teams. All proposals may be viewed on the city’s website here. After a multi-step interview process, the Community Development Authority determined that the team outlined below was the most qualified to move forward with planning and redevelopment.

June 2024: First Community Meeting

The Community Development Authority and planning team held virtual and in-person community engagement meetings on June 24, 2024, to listen to the community’s wants, needs, and dreams for the site’s reuse and redevelopment. Sept 2024: Second Community Meeting

The Community Development Authority and planning team held virtual and in-person community engagement meetings on September 23, 2024, to share the first look at a proposed master plan for the Park Badger redevelopment site. Dec 2024: Master Plan Report Complete

The planning team completed the Master Plan Report, outlining the planning process, community and stakeholder engagement, and recommendations for planning and placemaking. View the complete report here.

April 2025: Third Community Meeting

The Madison Community Development Authority and the planning team held virtual and in-person community engagement meetings on April 15, 2025, to share updated designs for the Park Badger Redevelopment. You may access a summary of feedback shared, and copies of the presentation, here.

May - August 2025: Geothermal Testing

You may see some activity occurring on the site during this timeframe. Know that soil testing is taking place to measure and analyze the thermal properties of the subsurface soil. This is crucial for designing and optimizing geothermal heating and cooling systems and is simply a part of ongoing planning efforts.

June - August 2025: Building Demolition

The City of Madison is undertaking a broader effort to remove buildings throughout the city that have exceeded their useful life, including several structures on this site. While construction of the new development is still some time away, this demolition is part of a city-wide planning initiative aimed at using resources efficiently and preparing sites for future reinvestment.

It’s important to note that this work does not signal the immediate start of construction for the redevelopment project.

End of 2025: Metro Stop Relocation

Madison Metro recently completed a major bus network redesign. As part of the network redesign the bus routes are longer and more direct to desintations, thereby riders need fewer transfers to get to their final destination, making the transfer points unnecessary. Currently, a few routes stop at the former transfer point to make transfers. By the end of 2025 this transfer activity will be relocated to stops on Hughes Place.

Q2 2026 - Q3 2028: Construction

This is the anticipated construction period for phase one of the Park Badger Redevelopment effort.

Leading the planning efforts

Madison’s Community Development Authority has selected a strong team of local businesses who are deeply familiar with the south side to lead this planning and redevelopment process, including Captains Inc., New Year Investments, The Alexander Company, and Potter Lawson.

This dynamic collaboration is bolstered by a significant representation of minority- and woman-owned business enterprises, accounting for 75% of the planning team.
